84% of Bank Leaders Are Worried About AI-Powered Fraud. Here's What That Means for Every Business.
A new survey of bank CEOs and board members reveals a growing tension: they're adopting AI fast while scrambling to defend against it.
Banks are adopting AI faster than almost any other industry. They're also more afraid of it than almost anyone else.
That's the central finding from Bank Director's 2026 Risk Survey, released today, which polled bank CEOs, board members, and senior executives on the risks keeping them up at night. The results paint a picture of an industry caught between opportunity and anxiety — and the implications reach far beyond banking.
The Numbers
The headline stat: 84% of bank leaders say AI-related fraud targeting customers is a top concern. That's not a vague worry about the future — it's an acute, present-tense fear about what's already happening.
But the survey reveals a deeper problem:
- 79% identify fraud as their top risk this year, up significantly
- 77% are concerned about AI threats to employees and the organization itself
- 33% report not understanding agentic AI at all — a third of the people governing these institutions can't explain the technology they're most worried about
- 60% name credit risk as a concern, up from 51% last year
- 42% rank strategic risk as a top issue, up from 30% — suggesting leaders feel the ground shifting beneath them
The Knowledge Gap Problem
The most alarming finding isn't the fraud concern — it's the governance gap. When a third of bank directors say they don't understand agentic AI, that's not just a training issue. It's a board-level blind spot on the technology most likely to reshape their industry.
Agentic AI — systems that can take autonomous actions, not just answer questions — is the next wave after chatbots and copilots. It's what happens when AI moves from "summarize this document" to "execute this trade" or "approve this loan." Banks are already deploying it (FactSet reported today that its AI-driven "agentic productivity" tools powered a strong Q2), but many of the people overseeing these deployments can't explain how they work.
This isn't unique to banking. Every industry adopting AI faces the same tension: the people making strategic decisions about AI often lack the technical understanding to evaluate the risks.

Banks are the canary in the coal mine. If 84% of bank leaders — who spend more on fraud prevention than any other industry — are worried about AI fraud, every business handling financial transactions should be paying attention.
AI-generated deepfakes can now convincingly impersonate executives on video calls. AI-written phishing emails are nearly indistinguishable from legitimate communication. AI-powered bots can probe payment systems for vulnerabilities at scale. These aren't hypothetical threats — they're happening now.
Your vendors are a risk vector
The survey found that banks are increasingly concerned about third-party risk — the security of the vendors and tools they rely on. The same applies to any business using AI-powered financial tools, accounting software, or payment processors. If your vendor gets compromised, your data is at risk.
Questions to ask your vendors:
- How do you protect against AI-powered attacks?
- Do you have incident response procedures?
- When was your last security audit?
- How do you handle customer data in AI processing?
Governance needs to catch up
If a third of bank directors — who face the strictest regulatory scrutiny — don't understand the AI their organizations are deploying, how well do smaller businesses understand theirs?
This doesn't mean you need a PhD in machine learning. But every business leader should be able to answer:
- What AI tools are we using?
- What data do they access?
- What decisions do they make autonomously?
- What's our exposure if they fail or get compromised?
The Bright Side
The survey isn't all doom. Banks are responding:
- 89% conducted incident response tabletop exercises — practicing their response to breaches
- 79% of board chairs reviewed cybersecurity strategy at the board level
- 54% now employ a Chief Risk Officer, with 81% of CROs reporting directly to the CEO
These are the marks of organizations taking the threat seriously. And the fact that strategic risk jumped from 30% to 42% as a top concern suggests leaders are thinking beyond day-to-day operations to the structural changes AI brings.
What to Do Now
Review your fraud defenses. If you're still relying on the same fraud detection you used two years ago, you're behind. AI-powered fraud requires AI-powered defense — or at least updated protocols that account for sophisticated impersonation and automated attacks.
Audit your AI exposure. Make a list of every AI tool your business uses, what data it accesses, and what it can do autonomously. Most businesses will be surprised by how long this list is.
Educate your leadership. If your board or executive team can't explain the AI tools the company uses, that's a governance gap. It doesn't need to be a technical deep-dive — a one-hour briefing on what your AI tools do, what data they touch, and what the risks are would put most organizations ahead of a third of bank boards.
Talk to your bank. Ask about their AI fraud prevention measures. Ask about their incident response plan. Your bank is a critical part of your financial infrastructure — make sure they're taking these threats as seriously as the survey suggests they should.
